• • •

Jim Glynn es Profesor Emérito de Sociología. It is a celebration like no other during the year. It’s not directed toward, or against, any class of people, any religious or political group, or any other holiday event.

Old Timers Day is a great celebration for everyone. The parade is fun. The Booths in the Park are fun, and there is plenty of food and activities around. Our wonderful museum was open that day, and there was a record number of folks who came in to visit it.

I have always enjoyed old people, and I guess now that I am an old person, I am enjoying myself. (Smile.) Those who are considered “Old Timers” have many stories to tell as they remember times of the past. We need to listen and remember those precious stories.

When I was a child, I lived in a town that was the county seat of Polk County, Florida. We lived there for seven years. During that time, the county celebrated its centennial. I remember how much fun it was. There were festivities that involved wearing nineteenth century clothing, and the people enjoyed riding the horse and buggies in the town square. The courthouse building looked similar to our old Madera courthouse, but at that time it was the present courthouse.

During that celebration, which was stretched out for much more than one day. It might have been a week. The men were encouraged to grow beards. If a man was caught without facial hair, he had to sell pieces of toilet paper on the street.

A few years later, we were living in Atlanta, Georgia, attending a church in downtown Atlanta. About five years after we joined, the church celebrated its centennial. That celebration was similar to the one we had enjoyed in Florida. Our pastor dressed up in a black suit, similar to the ones you would see in the old western movies. He had a black tie with the strands that hung from the tie, and he rode a horse around the parking lot.

Now, I live in Madera, California, in a county that cherishes its history. We celebrate not just one time, but every year, with Old Timers Day, honoring specific people in our community, and the community itself.

Here are the real stars. They are all who love Madera, who plan to continue loving Madera and who honor its past and its future.

If you ever wonder about Madera’s history, please visit our wonderful Madera County Museum, located in our old courthouse in Courthouse Park. It is truly a gem. You will not be disappointed.

This year, on December 6, the Museum will again have its Gala, a festive occasion during which each room in the museum is decorated by organizations in Madera. Tickets will be available soon. Watch for more information on that.

Enjoy and appreciate your community. It is the people in it who make it special. Everything’s hyper specialized, including, the pressure of the concrete,” Arnoldo Rodriguez, City manager, said. “People always say, ‘you can build it cheaper.’ Everything we do, we bid publicly, so if someone can build it cheaper, they can bid.

“They would have won the bid, they could have built it cheap. But one of the things you’ll see about these stations is that we don’t make them cheap. They have to last a long time. If there’s an emergency, this is the building that needs to be standing, because this is where the teams are. So, again, they’re not cheap.”

For this week’s class, Dana McCarroll, battalion chief from Station 56, showcased a slideshow that talked about the different reasons the city has a fire department and discussed how the budget is divided between the different fire stations.

A tour of the facility was given by Fire Capt. Nick Sciaqua, Fire Engineer Joseph Molina, as well as the other firefighters who were on duty during the class.

One thing about the newest fire station was how the new stations use a gentler alarm that slowly raises in volume to wake up the firefighters during the night, as studies showed that loud, blaring alarms can lead to heart problems in firefighters.

During the lecture portion, McCarroll explained how the Madera Fire Department has grown alongside the city as its population and emergency needs have increased. Because of the rapid growth of Madera, the city needed a third fire station to improve emergency coverage.

Currently, the department has about 25 personnel, with its engines staffed by three firefighters each. Previously, the department had followed a two-person staffing model. When opening the newest fire station, the department purchased an aerial ladder truck, Truck 58.

The department also relies on cooperation with surrounding cities during different types of emergencies. The City of Madera has an automatic-aid agreement with Madera County, allowing both City and County firefighters to assist one another when needed.

“They respond to the city quite a bit, and vice versa,” McCarroll explained. “All of our engines respond to the county as a way to assist them in their needs.”

Rodriguez explained that the downtown hotel fire was a good example of how surrounding agencies will send their engines.

“There were engines from all over the place, from North Central Fire District out of Fresno, Fresno County Fire District, the city of Fresno, Madera County, city of Madera,” Rodriguez said. “If an agent around us needs an assistant or if there’s a big fire, we will send engines. Like, Chowchilla doesn’t have a ladder truck, so if they have a fire, we’ll send our engines.”

A portion of the lecture was dedicated to talking about the funding that goes to the fire department. All of the funding is approved by the City Council, which allocates a certain amount of funds to the department each year. McCarroll explained that it costs approximately $9.5 million annually to operate, including about $7.3 million for its Cal Fire contract and $1.7 million for operations, fuel and other daily expenses.

Measure K, a half-cent sales tax approved by voters in 2017, generates $7 million annually, with about half going to the fire department and the other portion going to the Police Department. A portion of the Measure K funding goes toward equipment replacement.

“The annual budget allocates budget to the Fire Engine Replacement Program. From 2018 through 2022, $200,000 a year were allocated, and that totaled $800,000,” McCarroll explained. “They [City Council] upped that after 2022 to the current $490,000 a year, and then the total there ends up being $2,450,000.”

Fire prevention has become an important part of the department’s work. Rodriguez explained that the city of Madera has been working to clear vegetation and debris from the Fresno River since 2020. The work they’ve done has helped reduce the number of fires and improved firefighters’ ability to access areas during emergencies.

“There’s a lot of challenges we’ve had, and a lot of emergencies in there. I think the community’s frustrated with the Fresno River. There’s historically a lot of fires,” Rodriguez said. “We just grabbed the bull by the horns, and we said, we’re gonna take the lead. We started buying the equipment, and we started doing it.”

During the tour portion of the class, the firefighters showed their living quarters, offices, gym, fire trucks and room storage. They even allowed participants to set off the fire hose and try on equipment to get a feel for what each firefighter has to do when getting ready and fighting fires.

This week’s Citizens Academy class met at the new Fire Station 58 to give residents insight into what it takes for the City of Madera to have the incredible team that helps keep Madera safe. Deadheading means removing the dead flowers from your perennials and annuals which encourages them to continue to flower or even return to bloom. Flowers should be pinched off or trimmed at the stem as soon as they fade. The idea behind the removal of the spent flowers is to trick the plant into thinking that it has not completed its cycle of flower to pollination to seed and done. Key reasons to deadhead include:

• It often makes your plants bloom longer because removing spent flowers keeps your plants from wasting their energy producing seeds. After the main stems have finished blooming, if you cut them quite low, many plants will send up a second smaller batch of flowers.

• It keeps some perennials that are notorious for reseeding from spreading. If you don’t try to prevent these new seedlings, they could possibly crowd out other plants.

• It improves the health and appearance of plants by channeling the plant’s resources away from seed production and into vegetative growth.

How to deadhead depends on the flower type. Plants, like daylilies that have lots of flowers on one stem just need their individual flowers plucked as they fade. After all the flowers are off the daylily stem, cut the stem off at the base. You can also remove branches or clusters of flowers, like asters, leaving buds or branches below the cut to send out more blooms. Shasta daisies and many other perennials produce one flower per stem. Cut that stem to the ground after it blooms and then when it has finished blooming for the season, cut back all of the stems to within 4-5 inches of the plant base. Some plants like coreopsis produce so many flowers over the entire plant that removing them individually is too time consuming. It is easier and just as effective to shear the entire plant within a few inches of the ground after the main flush of flowers is finished. There are some perennials where the seed heads are attractive and can provide food for birds such as purple coneflower and sedum that you may want to leave them. Make sure that before the early frosts, you stop deadheading to allow the plant to biologically prepare for winter.
