Among them were candidates for Congress, State Senate, State Assembly, Madera County Supervisor, and Chowchilla mayor.

The moderator of the event was Christina Beckstead, Executive Director of Madera County Farm Bureau. For each candidate, she gave an opportunity to give an introduction for two minutes, to answer some prepared questions, giving them two minutes for responses, and to give a closing statement of two minutes. Rebuttals were allowed once for each question for one minute.

“Rule number one,” she said, “we will all be respectful tonight.”

The focus of the forum was mainly concerns of the farmers, the agriculture industry, and other issues of the California Central Valley.

The first participants on the agenda were congressional candidates Michael Masuda (D) running for District 5, and Kevin Lincoln (R) running for District 13. Lincoln was not present.

Michael Masuda gave his introduction, stating that he grew up on the northern end of this district in Amador County in Golden Country, a town of 200 people. He moved there in 1999 with his parents and two brothers.

“My parents really gave back to our communities,” he said. “And that is something that I’ve taken with me throughout my life.”

“We need folks that are willing to bring people together and talk about the issues in an honest way. and find compromise, find that common ground that we share,” he said. “And I think that’s something that we are interested in Congress and something that I’ve been leading with in this campaign.”

The first question asked of Masuda was about the problem of labor and innovation, and the challenges with federal immigration and agricultural labor policy.

What changes would you support to federal immigration and agricultural labor policy to address the needs of both agricultural employers and farm workers?

“We are seeing folks that are absolutely terrified in communities all across the state, all across the country, and that has a direct impact on our growers,” he said. “When there are so many other things that are unpredictable when it comes to farming, a reliable workforce should not be one of those things.

“I believe that we can have smart immigration reform, one that serves both people who want to come here, and American citizens; that serves our farmers, and makes sure that it’s fair and a clear process in which to come here. I think we do need serious reforms to make sure that people can get a work permit. We know that there are people that have been here for decades, that are here undocumented. Let’s give those folks a work permit because many of them have already been working hard and maybe some of you know those folks.”

What should federal farm policy do to better address the needs of specialty crop producers particularly regarding research, prop insurance, disaster assistance, market access, and regulatory compliance?

Masuda admitted he was not an expert in agricultural policy. He intends to learn more about it, and the direct impact it has on the community.

“My background is electrical engineering, defense, foreign policy, but I’m very eager to learn a little bit more and come and talk with folks about the issues of the farming community,” he said.

What specific federal actions would you support to increase the amount and reliability of water available to San Joaquin Valley agriculture, including storage, conveyance, operations of the CDP, and groundwater research?

Masuda stated that it is necessary to plan for the future of water, not for five years from now, but 30 years from now, 40 years from now.

“First thing, we need to look at the infrastructure that we have right now, and address leaks in that system, making sure we are optimizing water that is actually coming down the mountains, coming from these other parts of California, and making sure it gets delivered where it needs to go,” he said. He stated that there were not good numbers on how much water we’re actually losing in the system.

“We need to invest in research because as We have seen that our climate in California is changing.

What changes, if any, would you support in federal trade and agricultural policy to address differences in production standards while maintaining access to affordable food and export markets for American agriculture?

“It starts with making sure that the quality of any type of food and agricultural products that comes into the United States is at comparable levels to what we produce here, that we are not allowing low-quality state, low-quality beef to flood U.S. markets and undercut U.S. ranchers, that we can trust that whatever we are eating is actually safe.

“I want to make sure that we can also export the things that we produce overseas. Our producers are getting hammered now because of the tariffs and the retaliatory tariffs, the trade wars that have been triggered, because of policies coming out of this administration and policies that my opponent has supported. “

In closing, Masuda stated that he is running in order to serve. He will be listening to the needs of the people. “To make sure that we are moving this country in a direction in which farmers don’t have to continuously fear bankruptcy, where we can make sure that we have a new generation of young farmers.

The next participants were candidates running for State Senate District 4, Jaron Brandon (D), and Alexandra Duarte (R).

Jaron Brandon is 34 years old, and was born and raised in Columbia, where he has been a County Supervisor for six years, representing Columbia and Jamestown. He became interested in public service while he was in college, and served as an intern for members of both parties.

When he returned home, he realized his community had a lot of challenges. There were drug problems, homelessness, road problems, underpaid deputies, and old fire equipment.

“There were a lot of issues,” he said. “I ran as a Democrat in a two-to-one Republican community that elected me against an incumbent by 19 percent. I’m familiar with being able to bridge the gap that we have so often in our politics right now between the left and the right, because I don’t think we’ve particularly been served in our rural areas by either party very well.

Alexandra Duarte is a farmer and a mom. She has been farming since 1995, working with Duarte Nursery.

“I’m running for state senate because I’m tired of watching everything get more expensive,” she said. “From our groceries to our gas and our insurance to water and power. Everything is getting more expensive for the working families here in California. And as a mom, watching California become a place that our kids can’t afford to live. That breaks my heart.”

The same questions were asked of both State Senate District 4 candidates.

What specific state investments or policy changes would you support regarding water storage, conveyance, groundwater recharge? or other water supply projects that could benefit agricultural regions such as Madera County?

Duarte: “We all know here in this room that California does not have a water problem. It has the longest, tallest watershed in the world. What we have is a Sacramento problem. There is plenty of water for everybody. And my job is to build the relationships and make people understand you use water to grow food. And that water affects the cost of the groceries for the people everywhere in this state. The water is directly related to the cost of living, but specifically to the cost of their groceries and the ability for their children to move into homes.

Brandon: “When we are sending somebody to Sacramento, we are sending them to be a messenger, whether they’re a Republican or Democrat, we’re talking about tens to hundreds of millions of dollars of investment. It’s not just give to the commercial and residences, but we’re also wanting to make sure that we can keep farms and ranches going. We need a problem solver within. we have to make sure that we can actually get it to the areas that right now are really primarily on groundwater. We’re going to have to make sure that we have the storage capacity up and down the state.

If elected, at the end of your term, what measurable results should Madera County farmers and ranchers be able to point to and say that you personally helped accomplish?

Brandon: “We talked about water, and that is one of my top priorities. It has to be, particularly for the valley, and then fire insurance. We’re talking Madera farmers, also the ranches, though a lot of the district for District 4 really is, it’s up the hill and foothill areas like where I live. So, two top priorities. One, the fair plan is destroying our communities. It is not something to be fixed, it is something to be replaced. We have to make sure that risk reduction and rate reduction go hand in hand. And so I would want to see an alternative that replaces the fair plan, potentially a public backbone, and investments in the state in reducing that fire risk, particularly on the private lands, not just the federal lands management. The second bit is you don’t need me to be an expert in your groundwater tables here, your basins, and I’m not going to try to be. I’m not an elected that thinks the state leaders are ahead of the local leaders.

“My job is to go and get as much of that funded as possible. Conveyance projects, storage projects, making sure you actually have clear recharge credits for the upcoming drought, and making sure that whatever California does pass, you know that I’m in there advocating for you.”

Duarte: “When I’m a state senator and I can come back here and talk to you. And we have abundant water very quickly because I understand that it’s a state security issue. we can build more houses so that water that we have in California and it’s restricted to us by our state government is really going to affect what we can do here in the valley and that is what I want to be able to come here and talk about.”

The Madera County Farm Bureau held a 2026 Candidate Forum in the Will Gill Pavilion. By comparison, the Toros put down 45 kills and had 15 aces.

However, the Toros also hit the ball out of bounds nine times, but none after the third set. But, they hit the ball into the net on attacks 13 times, and had eight missed serves.

Sanger West helped Torres out with 18 hits out of bounds to go with 10 hits into the net and 10 missed serves.

The match became a battle of top hitters. Sanger West’s top hitter put down 28 of her team’s 58 kills. Meanwhile, Torres setter Alexa Cervantes fed Tarin Anderson in the front and in the back. Anderson finished with 26 of her team’s 45 kills in the five sets.

Torres had two other players with more than five kills — Amelia Specials with six kills and Destiny Miranda with five. But, it was the intensity and consistency that hurt the Toros.

The entire match was played close. Sanger West outscored Torres, 114-111, in the five sets. Two of the three sets went beyond the 25 points needed to win.

Sanger West took the early lead with the first six points of the match. They extended it later with a four point run.

However, the Toros, as has been all season, weren’t deterred, and started to battle back. Gianna Gonzalez served up five straight points with kills from Specials, Miranda, and a back row kill from Anderson to cut the lead to three.

A Specials side out kill off the block and a Cervantes ace cut the lead to two. However, the Hornets scored two straight points for a 21-16 lead before an Anderson kill.

The two teams exchanged three side outs before Torres hit out of bounds for set point, and the Hornets put down a kill for a 25-18 win.

In the second set, Sanger West took an early lead, and after eight straight side outs, added five straight points for a 10-4 lead.

Bella Laredo served an ace to cut the lead down to three. However, Sanger West scored six straight points for a 17-9 lead.

The Toros started to ship away. Cervantes served up an ace. After six straight side outs, Anderson put down two kills, and served an ace to cut the lead to 20-17.

A Mya Lujan side out kill led to a Mia Castaneda ace to cut the lead to 21-20. After a missed Hornets’ serve, Anderson found the back line with a kill to tie the set at 22. However, the Hornets scored two straight points to get to set point.

Miranda held off the end of the set with a side out kill, and Cervantes served up an ace to tie the set at 24. Specials served up a point for a Torres set point, but the Hornets scored two straight points for set point, 27-26.

The teams exchanged four straight side outs with Anderson putting down side out kills. However, on the sixth Sanger West set point, Torres hit into the net for a 30-28 Sanger West win.

The Toros came out in the third set determined to stretch out the match. Cervantes served up an ace and Anderson had a two kills and a block for a 5-2 lead.

Miranda served up two aces with Anderson getting a kill off the block for a 9-3 lead. Sanger West scored four straight points before an Anderson side out kill.

An Anderson back row kill led to two aces from Castaneda for a 14-8 lead. Gonzalez served up an ace for a seven-point lead.

The Hornets scored four points with two aces to cut the lead down to three, and eventually cut it down to 18-16.

The Toros got the side out and Specials served up an ace for a 21-16 lead. After a trade in side outs, Lujan got a kill off a bump free ball. Anderson put down a side out kill for set point. After Sanger West got the side out, Anderson put down a back row kill for a 25-19 win.

Torres took the early 9-6 lead in the fourth set with kills from Miranda, Specials and Anderson. A Specials solo block opened the lead to four. After an Anderson got a side out kill, she put down a back row kill. Miranda found the back corner for a kill, and Gonzalez served up a point for a 15-9 lead.

Sanger West put down four consecutive kills to cut the lead to two. The Hornets cut the lead to one before a side out kill from freshman Alana Hamman.

Sanger West tied the set at 19 and 20 before an Anderson roll kill from the back row. Castaneda served up an ace and Specials put down a kill for a 22-20 lead.

However, the Hornets scored four straight points to get to match point, 24-22. A missed serve gave the Torres the side out. Sanger West hit out of bounds on the second match point, and hit out of bounds, again, for a 25-24 Torres lead.

The two teams exchanged side outs for a Torres set point. Miranda stuff blocked a Sanger West attack for the block, and a 27-25 win on the second set point.

In the fifth set, two Anderson kills gave the Toros a 6-2 lead. Anderson put down a side out kill and served an ace to open a 9-4 lead. A Hamman tip kill and a Castaneda point gave the Toros a six-point lead.

Sanger West battled back with four straight points that included three Torres attacks into the net to cut the lead to two.

After a trade in side outs, two kills and an ace gave the Hornets a 13-12 lead. The two teams traded side outs with the Hornets getting match point. CalFresh alone provided more than $12.5 billion in federally funded food benefits in 2024-25.

I am not suggesting we abandon people who genuinely need help. I am asking a question government should always answer: What results are taxpayers getting for the money?

The same question applies to infrastructure.

When I served in county government, I learned that getting a project approved doesn’t mean it will be built promptly — or at its original price. Environmental reviews, permitting, lawsuits, engineering, funding delays and government processes consume years. Meanwhile, labor, asphalt, concrete, steel and equipment become more expensive. Taxpayers pay for the waiting. Look at Highway 99 in Madera County.

Caltrans is moving ahead with the South Madera project, widening the existing freeway from four lanes to six while rehabilitating existing pavement. Caltrans identifies a 5.8-mile four-lane bottleneck and estimates construction at $126.86 million — approximately $21.9 million per widening-mile.

Compare that with Texas. TxDOT widened 6.8 miles of Interstate 30 from four lanes to six, replaced existing asphalt with continuously reinforced concrete and included a new bridge over a railroad. The contract was $88.9 million — approximately $13.1 million per mile.

Using those published figures, Madera is about $8.8 million more per widening-mile — roughly 67 percent higher.

The projects aren’t identical, and the Texas contract was awarded in 2020. Both states also have prevailing-wage requirements on public works, while federally funded construction can fall under the federal Davis-Bacon Act. So wages alone don’t explain the difference.

And remember what “federal funding” means: it is taxpayer money collected across the United States. When federally assisted California projects become more expensive, taxpayers beyond California can share the cost.

Then there is Westberry Bridge — a project Madera residents know firsthand.

I was personally involved with Westberry in 2007 while working in the private sector. The bridge was then estimated at approximately $6.5 million, but it didn’t move forward.

City records show that, by 2008, studies had been completed, regulatory bridge approval obtained, geotechnical work performed and design had reached approximately 30 percent before work stopped.

Today, Westberry Bridge is listed at approximately $16.7 million, with funding still unsecured.

That’s approximately $10.2 million more — a 157 percent increase from the $6.5 million estimate I remember.

Nearly two decades later, taxpayers still don’t have the bridge.

Government often measures success by how much money it spends. Taxpayers should ask something different: What did we receive? How long did it take? What was the original price? What was the final price?

Whether we’re discussing poverty programs, homelessness, highways or bridges, spending more money isn’t success by itself.

Delay has a price — and taxpayers always receive the bill.

What are California taxpayers actually getting for their money? Let me get my personal bias out of the way before tackling these questions. I don’t think that college should be seen only as a stepping stone to a better job or a higher income.

The reasons for attending college are many, sometimes evasive and complex. A college education gives one a sense of accomplishment, increased self-esteem, a broader understanding of the world, and — often — an improved range of choices for employment. But it is also true that a college education can result in financial rewards.

Andrew Khouri, writing for the Los Angeles Times, points out, “Students who earn associated degrees, largely granted by California community colleges, earn $24,000 more than someone who only graduated from high school. Bachelor degree holders earn $35,000 more.”

Although many colleges are now gearing themselves toward employment opportunities, a college education should include an appreciation for the arts, literature, and philosophy. A college graduate, regardless of major or future employment, should be able to write clearly, with a fundamental knowledge of the English language. A college education should include an introduction to science, preferably a survey of a few specific subjects (biology, chemistry, geology, astronomy, and so forth). Without belaboring the point, I think that whatever one’s major may be, a college degree should involve a well-rounded education. It should provide the pathway to life-long learning and at least an acquaintance with cultural literacy.

The trades

There are many trades that may be entered without a college degree. Historically, these include skilled occupations that involve hands-on work. Entry into a trade career may require special training, apprenticeship, or certification from a two-year college. Typical jobs include maintenance and repair, carpentry, plumbing, painting, installing, and so forth. In some cases, people in the trades can earn more than some people in the professions.

In California, in 2026, the income for a plumber ranged from $61,849 to $81,194, according to Salary.com. Carpenters in California did nearly as well as plumbers. They earned about $53,300 annually. For carpenters, especially, location was very important. In San Diego, Chula Vista, and Carlsbad (all in Southern California), they averaged $73,200. In San Jose, Sunnyvale, and Santa Clara (all in “Silicon Valley”), they have a median income of $80,190. But workers in San Francisco, Oakland, and Fremont earned $89,200, according to tradecareerpath.com.

The professions

The professions differ from trades in the nature of work, the training required, and the skills that are needed. A profession generally requires specialized education, formal training, and — often — licensing. Professions are described as “knowledge-based,” theoretical, and regulated by a code of ethics. Typical examples include physicians, lawyers, teachers, architects, engineers, software developers, and so forth.

While professionals like physicians and lawyers may have much higher incomes than those who work in the trades, the people may have six-figure or even 7-figure student loans which will take many years to pay off. Other professionals, like teachers and social workers may earn less than many people in the trades. Regardless of the amount of income, professions require at least a four-year college degree.

In California, an entry-level teacher with a four-year degree starts at a salary around $45,000. However, urban districts (like Los Angeles Unified and San Francisco Unified) offered higher salaries than did rural or smaller districts. Once employed, a teacher’s future salary is dependent on four variables: Years of experience, educational level, district of employment, and subject area. For the past few decades, teacher salaries have been negotiated through collective bargaining agreements. During negotiating sessions, teachers are represented by a professional organization, like the California Teachers’ Association or some other union-like collective.

Teacher salaries increase according to “steps” on the salary contract. Each year of teaching represents one step, and the higher the steps, the higher the annual salary. Income is also affected by “lanes.” There are different lanes on the salary schedule determined by level of education. The lanes may be for bachelor’s degree, master’s degree, specialist certification, or doctorate degree. So, two people may be on Step 7, but the one with a master’s degree will earn more than a person with a bachelor’s degree.

Salaries also differ by district because each district sets its salary schedule through the collective bargaining process. In general, urban and suburban districts near major metropolitan areas pay more than rural districts or districts that are well removed from a major population center.

Finally, some districts now offer salary incentives, bonuses, or some other form of income supplement for people who teach subjects that are in high demand. Special education teachers almost always earn more because of the difficult nature of their jobs and the specialized education required of them. Many districts also offer higher salaries for educators in STEM (science, technology, engineering, and mathematics) and bilingual education.

So, entry-level teachers will earn about $45,000 and average about $59,000 annually over their careers, with the potential to reach about $73,000 depending on experience, educational level, district, and subject area.

A sure bet

Even if one is willing to go to college, AI makes it something of a gamble as to what major to select. But one sure bet is nursing. A two-year degree in nursing (known as an ADRN) will secure an annual starting salary of $56,180. And the average salary in California is $80,660, according to NursingProcess.org. However, those with a four-year degree, known as a BSRN, start at $64,480 and average $107,900 in 2026. And, like other professions, salaries are variable depending on circumstance. For example, school nurses earn $67,700, while home-health-care nurses pulled in $86,230, and nurses in state government owned hospitals got $108,260.

I think it’s important for graduating high-school students to be aware of the prospects that they have. And, I believe that the overriding element in making a choice is to pick a trade or profession that will bring happiness as well as financial security and a sense of accomplishment.

• • •

* All income figures are variable and depend on the methods used by the research agencies.

• • •

Jim Glynn es Profesor Emérito de Sociología. Some contribute colorful flowers, while others add striking foliage or sculptural forms. They can be planted in decorative pots, borders, or in the hard-to-water corners of the garden.

Succulents come from the arid regions of South Africa, Central and South America and right here in California. For a complete list of succulents that are native to California visit the www.Calscape.org website.

Succulents tolerate adverse conditions better than many other plant groups, making them popular and “less fussy” for busy gardeners. To thrive in Madera County’s dry and Mediterranean climate, most succulents need the following:

• Moderate temperatures of 60 to 80 degrees Fahrenheit during their growing season. Bring indoors in winter for those in pots or provide protection for in ground frost sensitive succulents.

• Bright indirect light for at least 6 hours per day is best for most species. Many tolerate full sun, but not blazing heat, preferring exposure to morning or very late afternoon sun.

• Good air circulation.

• Well-draining soil that’s relatively low in organic matter. For this reason, it’s often helpful to plant succulents on a slope or on top of mounded soil. To plant in pots, use a succulent potting mix that contains sand, perlite or pumice to prevent soggy roots.

• Deep but intermittent watering. Allow the soil to dry out between waterings because succulents can rot if the soil remains wet for too long.

Succulents are easy to propagate by dividing root clumps, planting cuttings or simply removing a leaf and laying it in a shallow dish filled with potting soil.

The most common problems for succulents are caused by overwatering or incorrect sun exposure. Although they can have pest problems, pests are fewer than most other plants and may include ants, aphids, mealy bugs, powdery mildew, scale, snails/slugs and spider mites.

For more great information about succulents, please refer to: https://ucanr.edu/site/mgsmsf/succulents.

SAVE THE DATE: Saturday, October 24 — 3 Sisters Garden Fall Festival 10 a.m.-2 p.m. FREE admission, fun activities for the whole family and a large fall plant sale including a nice selection of succulents grown by our Madera County Master Gardeners.
